Medicare is one of the most important resources available to the NRI community, especially those who are elderly, like the elderly Telugu citizens of the USA. Knowing how the changes in health care law affect you, is vitally important. According to the US Census Bureau, approximately 11.4% of the US population is elderly (over 65 years old), meaning that there are at least 36 million people who rely on Medicare to provide for their health needs. In recent months, however, changes have been made to Medicare which are meant to ensure that providers of these services do not apply standards inappropriately, so knowing about the changes is very important.
The settlement agreement was put in place to ensure that Medicare remains available to those who are eligible to receive them, especially the elderly. As a result, the Jimmo settlement agreement reads: If the skilled services are necessary to maintain the patient’s current condition, achieve or maintain a maximum level of function, and/or to prevent the patient’s condition from deteriorating, as prescribed by a physician, a skilled nursing facility and/or skilled home health services must be covered, regardless of whether the skilled services are provided to improve the patient’s condition. There are some additional terms that the settlement agreement has, as well, but this is the core philosophy that managed Medicare services are now bound to follow. This means that when requesting Medicare services, you must know to be able to ask for them as well, and that if you are unable to make the request on your own, you should seek to have rights and responsibilities regarding your healthcare put into place. There are certain concerns that this might raise for some NRIs, but when it comes down to it, it is very important to ensure that you are receiving the care that you need, and that Medicare will cover that care.
There are some potential challenges that those who are covered by Medicare will face due to the recent changes that have occurred. Half of the people who received Medicare previously, got it through a private insurance plan, as opposed to a government plan. When the conditions for access to services were changed, Medicare recipients who were not enrolled in Medicare Advantage programs would have many of their needs met through a plan designed for seniors. However, due to the recent changes, there is a concern that the Medicare Advantage plans may have their limits in terms of providing coverage for home-health care and other issues, so it is important to ensure that you are covered by your plan sufficiently, and that you have a backup plan in place as well. As with most things in life, being prepared is the best way to avoid issues when they arise. Because the changes to Medicare policy were sweeping, it is important to keep informed. Refusing to adapt to the changes means that it is likely you will not be able to use Medicare to the full extent that you deserve as a citizen of the United States of America.
